in site submiting, what do they mean by a.  web page title b. web page describtion c. under google what do they mean by comment. d. under yahoo site feeds.

They mean the same thing I told you about, when we were learning development of the site under meta tags. However, you can ignore them and click submit. On yahoo click "Submit a Website or Webpage" and url will open up for you to submit your web address. http://perfectvisualhost.com/searchenginessubmission.html

Is free it allows submit to up to 70 search engines including google.
